Jamabandi

Jamabandi records are documents which are maintained for each village within its VA Office. It contains the name of the owners, area of cultivation/land, shares of owners and other Rights. It is revised after a certain period of time. After it is prepared by VA it is attested by Revenue Officer of that division. Two copies of jamabandi are made, one is kept in Government's Record room and other is kept with VA. All changes in title/interests of the revenue estate coming into the notice of Revenue Authorities are duly reflected in the Jamabandi according to set procedures.

RTA-Route Tracker

Udupi RTO has got the juridiction of Udupi, Karkala and Kundapura taluk having 2,35,653 vehicles registred and kept in use as on November 2012. 
This system keeps track of all the permits issued, renewals and route information of the stage carriers in the district. Citizen Portal was provided for finding bus shuttling between the bus stops in Udupi District.

Hourly Report


An hourly report system is designed for all Sector Officers of the District. This can be accessed through their respective mobile phones. Each sector officer will have a username and password through which the logs in to the system. After logging in a sector officer will be able to submit the reports about the Polling Day activities of the polling stations to which he is assigned to.


This captures the following details.
  • Safe Reach Report: Safe Reach for each polling station can be submitted by the Sector Officers.
  • Mock Poll and Agent Report: Details about the Mock Poll, Agent Presence and # Agents present during the mock poll can be submitted.
  • Ok Report: An Ok Report about the Polling Station Can be submitted. This also records the start of polling day activity in that polling station.
  • Cumulative Hourly Report: Sector Officer can submit a Bi-Hourly report with the Male & Female Bifurcation. Reports can be submitted at 09:00AM, 11:00AM, 01:00PM, 03:00PM, 05:00PM & 06:00PM
  • Queue Status Report: Queue Status at the Polling Stations can be submitted by the SO.
  • Demustering Report: Demustering of the PRO & APRO can be submitted

E-Seva


E-Seva started with the computerization of Shri Mookambika Temple, Kollur. A Point Of Sale software was put in the temple to computerize the ticketing at the counter. Later temple's website was designed and hosted. This work has drawn the attention of The Regional Commissioner, Mysore and she has asked to implement the same model in other Group A & B temples of the mysore region.



Now the software is running successfully in the following temples
  • Sri Mookambika Temple, Kollur, Udupi.
  • Sri Chamundeshwari Temple, Chamundi Hill, Mysore.
  • Sri Durgaparameshwari Temple, Mandarthi, Udupi.

Village Accountant Recruitment

The Village Accountant is appointed for a Village or a group of Villages by the Deputy Commissioner, performs all the duties prescribed in or under the Karnataka Land Revenue Act, 1964 or in under any other law for the time being in force. He has to keep all such registers and other records as are prescribed by Government. Whenever called upon by any Superior Revenue Officer of the Taluk or District, he prepares all records connected with the affairs of the Village. The Records may be notices, depositions, Mahajars or reports required by the State or the Public. The Village Account is directly under the supervision and control of the Revenue Inspector. The Village Accountant being an important functionary of Revenue Administration at the Village level, should reside in a central village of his hobli to be available to the villagers. The Headquarters of the Village Accountant is fixed by the Deputy Commissioners.The Village Accountant has therefore, a dual role to play. On the one hand, he is under the administrative control of the Tahsildar and is responsible for all matters of Revenue administration at this level. He collects revenue, makes crop entries, draws Mahazars, issued notices and carries out functions.The activities of the Revenue Department have increased over the years. Although collection of revenue continues to be one of the most important tasks of the village accountant he is playing an important role in the identification of the beneficiaries under the several programmes launched by the Government for the amelioration of the conditions of the rural population in general and the Weaker Sections in particular Viz OAP, PHP, WP, Distribution of House Site, Rations Cards, Sandhya Suraksha, Caste Certificate, Income Certificate etc.,He is the registrar for Birth & Death.

Paper Less Office(PLO)




In the traditional way of file process in any office, files are moving physically from table to table. The top management is directly depending on the lower level officer/officials for each and every queries called by the citizens / government. This has attracted lot of criticism to the top Officers. It was very difficult to know the status of file pendency, clearance of file in each caseworkers level. This paper less office is designed to assist the Higher Officers as “OFFICE TOOL”. 

Udupi is the first district to implement PLO in Karnataka. PLO at DC Office Udupi has started in April 2007. Since then all the files of DC Office are digitalized and are moved in PLO itself. The latest version of PLO captures Digital Signature which ensures that the files are being processed by the actual person.

Panchatantra System




Panchatantra is a web-based application with 3-tier architecture. The Panchatantra system is a comprehensive system, meeting all the requirements of the GPs. It has been built with number of features for easier use by the GP staff. Panchatantra has been designed by incorporating the rules and regulations defined in Panchayath Act. It guides the officers to carry out his/her GP activities as per the rules. In this system, users can submit the details of various properties, Beneficiaries, Works, and generate various forms as per requirement. They can also view various reports maintained by the department.
Panchatantra has been incorporated with the double entry accounting system procedures. It is so user friendly that the user need not have the knowledge of the double entry accounting system. Panchatantra will take care of processing the bills, payments, demands and receipts as per the double entry accounting system.
Udupi is the first district to implement panchatantra in Karnataka State.

Nadakacheri Software

The Government of Karnataka envisaged that all the Revenue services would be accessible to the common man at the Hobli level through transparent, reliable and affordable means. In this regard GOK has started revenue offices at hobli level which are meant for the electronic delivery of citizen services in rural areas were named as Atalji Janasnehi Kendras. 

The Atalji Janasnehi Kendra Project functions through 777 Atalji Janasnehi Kendras (Nadakacheris) and Additional Front Offices as notified by the Government from time to time. The Deputy Commissioners of the District is the overall incharge of the project at the District Level. At the State level the Atalji Janasnehi Directorate has been created in the Revenue Department.

Letter Monitoring System/File Monitoring System


In Offices different type of Letters come to the different sections. These are generally classified as ordinary, Confidential, File Movement, Secret letters and VIP References etc., Whenever any Letter arrives, first it is identified for its type. After identification it is noted in the corresponding register. A serial number is maintained for each type of letter which is referred to as Diary Number. For each type, separate sequences of Diary Numbers are maintained. LMS/FMS maintains this information. In many a cases the letter is forwarded to some officer or Section and this forwarding occurs many times on a single letter. These forwarding information is also maintained in the LMS/FMS.

 Property records maintained in the GPs are being maintained under the rules prescribed under Karnataka GP (Budget and Accounts Rules), 2006. Though the primary objective of maintaining such documents is to collect the tax, in the absence of no other property document for non agricultural properties in the jurisdiction of GPs, Form-9 and Form-11 is being used as property documents to identify the land parcel for registration purpose.
